As of the 4st of October 2021, Customs will gradually introduce the CVB (Container Release Notice) in the Dutch ports. As a result, the procedure for submitting subsequent declarations for goods from outside the European Union will change significantly. Portbase offers various solutions that make it easier for you to obtain a CVB. Attention! In addition to containers, the CVB also applies to trailers, general cargo and bulk cargo.
What is the CVB?
With the CVB, Customs matches the subsequent declaration of a customs broker or importer with the Declaration for Temporary Storage (Aangifte voor Tijdelijke Opslag or ATO in Dutch) of a shipping line/cargo handling agent. Following the introduction of the CVB, this subsequent declaration can only be made upon arrival of the ship (ATA) in the Dutch port. Submitting prior to this or submitting data (B/L, weight) that deviates from the ATO will result in the subsequent declaration being rejected.
Choose pre-notification + automatic presentation notification
Following the introduction of the CVB, the most efficient way to submit a subsequent declaration is via a pre-notification plus automatic presentation notification. Doing so means cargo will pass through the Dutch ports at the usual speed. Customs already processes pre-notifications prior to the arrival of a ship. The only thing that still needs to be done upon arrival of the ship (ATA) or the moment the cargo is discharged is confirmation of the pre-notification by means of a presentation notification.

You can keep track of all your containers and trailers arriving in the Dutch ports. You can see the status of the arrival of ships (ATA) and the discharge moment of cargo in real time. In addition, Cargo Controller informs you about customs inspections (scans or physical checks) and you can see almost all details of the Bill of Lading (B/L), including the weight.

Cargo Controller is available via web and via system link (API). If you work with pre-declarations, then you can use the Cargo Controller API to easily build in a ‘trigger’ into your customs software to automatically send in your declaration messages at the moment of ATA. This way, you avoid extra actions, you never lose time and you ensure that cargo can always leave the terminal quickly. Your own IT department or software supplier can help you realize this.
